PROBLEM TO BE SOLVED: To provide a manufacturing method of a soft magnetic composite material that is ideal for a core in a reactor without providing any gaps and need not be pressurized highly. SOLUTION: The manufacturing method of a soft magnetic composite material has: a preparation process for preparing soft magnetic powder, where a density ratio expressed by (apparent density/true density)×100 is≥45% and≤than 70%; a mixing process that is a process for mixing the soft magnetic powder 10 with resin 20 and adjusts the viscosity of the resin 20 at resin temperature in mixture to 100 mPa s-100 Pa s for mixture; and a formation process for obtaining a forming body by filling the mixing material to a die 3 and curing the resin with pressure not less than atmospheric pressure and not more than 1 MPa. With this method, by using the soft magnetic powder having a prescribed density ratio, a soft magnetic composite material having a filling factor of soft magnetic powder that is high to some extent can be obtained.
