PROBLEM TO BE SOLVED: To enable the manager of a Web page to limit annotation to the Web page.

SOLUTION: When receiving any operation request, a management module 22a decides whether a user who has made an operation request has authority to perform annotation on the basis of information acquired by an authority management table 22b from a user management table 12a of a Web sever 12 in advance, and when the user has the authority to perform annotation, the management module 22a registers the annotation data in an annotation database 21.
