PROBLEM TO BE SOLVED: To protect a server against illegal access even from a client not recognized as an illegal client.

SOLUTION: This filtering device comprises an illegal request DB (database) 33 storing patterns of illegal access to the Web server 40; an estimating part 32 estimating the correctness of an access request from a client device 10 based on the patterns stored in the illegal request DB 33 and a predetermined estimation rule 32a; and a determining part 34 determining whether the access request should be passed to the Web server 40 based on the result of estimation by the estimating part 32 and a predetermined determination rule 34a.
