PROBLEM TO BE SOLVED: To provide an infrared ray radiation heating element applying other heat sources without electricity or batteries as energy, especially for heating a carbon-type resistive element having flexibility. SOLUTION: The flexible infrared ray radiation heating element is formed by adhering a surface having an adhesive on a portable warmer to one surface of an infrared ray radiator of a resin ceramics or an infrared ray radiator element coated with a flexible resin on the upper and lower surfaces of the resistive element which is coated or impregnated with a carbon coating on a woven cloth and dried. Additionally, the electric potential of a potential and thermal therapeutic apparatus and the warmth of the above infrared ray radiation heat are operated to make the simultaneous therapy of potential and warmth available.
