PROBLEM TO BE SOLVED: To provide a new 1,2-dihydroxyquinoline derivative having a substituted phenylamino lower alkyl group and an ester structure-introduced phenyl group as substituents or a salt thereof and to provide the derivative or the salt thereof as a glucocorticoid receptor modulator. SOLUTION: The compound is represented by general formula (1) or the salt thereof. The new 1,2-dihydroxyquinoline derivative having the substituted phenylamino lower alkyl group and the ester structure-introduced phenyl group as the substituents or the salt thereof and useful as a medicine is provided.
