PROBLEM TO BE SOLVED: To provide an adhesive and a patch each having sufficiently high transdermal absorption of a COX-2 inhibitor. SOLUTION: The adhesive comprises (A) at least one kind of compound selected from the group consisting of meloxicam, lornoxicam, celecoxib and pharmaceutically permissible salts thereof, (B) a hydrophobic adhesive base, (C) N-methylpyrrolidone and (D) a hydrophilic polymer.
