<p><P>PROBLEM TO BE SOLVED: To provide a corona charging device that achieves both uniformity of stable charging potential and high speed of charging, and to provide an image forming apparatus. <P>SOLUTION: The corona charging device is provided in which AC voltage is applied to a corona electrode 111 via a capacitor 115, a shield 112 disposed in close contact with the corona electrode 111 is formed from an upstream electrode 113 and a downstream electrode 114, and DC voltage including OV is applied to them.
