PROBLEM TO BE SOLVED: To provide a fixing device which can reduce a period of time of initial preheating and improves thermal stability to thereby facilitate control of a fixing temperature of a printing paper, and an image forming apparatus comprising the same. SOLUTION: The fixing device 100 of the image forming apparatus, which fixes a toner image T formed on the printing paper P, includes: an axially rotating pressure roller 120; a fixing belt 140 which forms a nip portion N with the pressure roller where the printing paper is nipped and rotates together with the printing paper by transmission of rotational force from the pressure roller; a heat generation portion 160 which is supplied with power to generate heat and transmits at least a part of generated heat to the nip portion side; and a phase changing portion 170 which is made of a material having phase varying in a heating temperature range of the heat generation portion, and accumulates latent heat from the heat of the heat generation portion and provides the nip portion side with the accumulated latent heat.
