PROBLEM TO BE SOLVED: To increase processing speed in direction determination of image information and to accurately determine the direction of the image information. SOLUTION: The direction determination device is provided with a first direction determination part 102 making a decision among certainty factors respectively showing that the direction to the top, bottom, left or right side in document image information showing a document is the upward direction of the document, a document information extraction part 1031 extracting document information of the document image information, a gravity center position detection part 1032 detecting gravity center position information of the document image information, and a direction determination part 1033 determining which of first and second directions of the document is the upward direction when the first direction, for which the highest certainty factor is determined by the first direction determination part 102, and the second direction, for which second highest certainty factor is determined, are the opposite directions. The direction determination part 1033 determines which of the first and second directions is the upward direction of the document based on whether deviation of the gravity center positional information from the center of the document image information is directed to the first direction or to the second direction.
