PROBLEM TO BE SOLVED: To provide a method for producing a paperboard by a neutral papermaking method which enables the improvement of sizing effect and a paperboard having excellent sizing effect, especially, a method for producing a paperboard by a neutral papermaking method giving excellent sizing effect in the production of a paperboard by a neutral papermaking method having low aluminum sulfate content and difficult to get the sizing effect. SOLUTION: The method for producing a paperboard by a neutral papermaking method to use waste paper as a raw material includes the addition of (1) a neutral sizing agent and (2) a polymer sizing agent to a pulp slurry. Preferably, the pulp is a crushed newspaper and, more preferably, the papermaking is carried out under the conditions that (a) pH is 6-9, (b) the dissolved aluminum ion concentration is 0.1-50 ppm, and (c) the dissolved sulfate ion concentration is 30-2,000 ppm.
