PROBLEM TO BE SOLVED: To provide a train levitation and derailing preventing device for preventing the derailing and roll-over of a train when running at a high speed by vertically and crosswisely joining a vehicle to rails while avoiding the levitation of a truck from the rails when an earthquake occurs. SOLUTION: On both sides of the truck of the vehicle right above the rails A, a cross link 3 is provided to be elongated/shrunk in the vertical direction of the rails A. An air cylinder 4 is connected to the upper end of the cross link 3, and flat disc-like rotary wheels 5 are mounted at the both-side lower ends of the cross link 3 so that the rotary wheels 5 engage at both sides with the lower faces of the heads of the rails A in the state of being in horizontal attitude when the cross link 3 is elongated up and down and closed at the lower end. The air cylinder 4 is elongated during the normal run of the vehicle and the cross link 3 is folded up and down to set a rotary wheel 5 at a move-up position. When an earthquake occurs, the air cylinder 4 is shrunk and the cross link 3 is elongated up and down to make the rotary wheel 5 engage at both sides with the lower faces of the heads of the rails A.
