PROBLEM TO BE SOLVED: To provide a magnet rotor capable of preventing degradation or burning of a whirl-stop part to avoid degradation in joint rigidity between a rotor body and a plastic magnet, and to provide an exhaust gas circulating apparatus using the magnet rotor. SOLUTION: An EGR valve 10 is manufactured as follows: The rotor body 40 made of polyphenylene sulfite (PPS) resin in which the magnet rotor 32 provided in an actuator 30 is pre-molded is set in an insert molding die, the one formed by heating and melting polyamide resin which is a material for a plastic magnet 41 of which melting point is lower than the one made of PPS resin is filled and cured in the die having a hollow shape suited to a shape of the plastic magnet 41, and the rotor body 40 is integrally formed with the plastic magnet 41.
