PROBLEM TO BE SOLVED: To provide a color image forming apparatus and a color image forming method stabilizing a film thickness of a liquid developer on a developing roller in uniform thickness for each color, stabilizing the density or printing quality of thin lines for each color by using full-color liquid developers having shear force-dependent viscosity characteristics, and achieving stable color reproducibility. SOLUTION: The color image forming apparatus uses liquid developers of a plurality of colors having shear force-dependent viscosity characteristics and includes: a viscosity sensor disposed in the liquid developer reserved in each liquid developer container; and a drive controlling means that controls, before development in a liquid developing means, to start stirring the all liquid developers when one of the viscosity sensor determines that the viscosity of the developer increases by being left and is stabilized as the maximum viscosity, and to terminate stirring the all liquid developers when the all viscosity sensors determines that the viscosity of the respective developers is stabilized, so as to pre-drive the developers for developing.
