PROBLEM TO BE SOLVED: To provide a hot and cold water mixing valve for well mixing hot water and cold water while well suppressing or preventing a change of a cold water discharge temperature in spite of a change of cold water supply pressure. SOLUTION: The hot and cold water mixing valve 10 comprises a valve element 24 having a cold water side valve portion 26 and a hot water side valve portion 28, and a cold water side valve seat 40 and a hot water side valve seat 42, wherein the flow-in ratio of cold water to hot water is changed by changing the openings of a cold water inlet 20 and a hot water inlet 22 with the axial movement of the valve element 24, and the cold water and the hot water flowing in are mixed while flowing into a mixing chamber 36 having a temperature sensitive spring which automatically adjusts the position of the valve element 24. Herein, a plurality of swirl flow generating vanes 64 which are protruded from the inner face side of a valve case 12 to the center of the valve case 12 and which the flow of the cold water to the mixing chamber 36 hits into a swirl flow, and a stirring flow generating part 60 which has a nozzle portion 68 for changing the flow of the cold water into a jet flow, are provided in the condition of being fixed to the valve case 12.
