Provided is a measurement device which measures an output reflection coefficient of a device to be measured for outputting an output signal having a predetermined power and a predetermined frequency in accordance with a given set value. The measurement device includes: an input reflection coefficient varying unit connected to the device to be measured with at least four input reflection coefficients different from one another in a predetermined frequency of the device to be measured; a power measurement device which measures power of an output signal outputted from the device to be measured in accordance with the respective states of connection of the input reflection coefficient varying unit to the device to be measured with the at least four input reflection coefficients; and an output reflection coefficient calculation unit which calculates the output reflection coefficient of the device to be measured in accordance with the power measurement value measured by the predetermined power and the power measurement device and the at least four input reflection coefficient.
