A device for collecting water-soluble harmful gas is provided to collect the harmful gas economically and efficiently and allow current facilities to be used as they are by installing the device above a dry pit and collecting the water-soluble harmful gas by flowing of cooling water, and a system for treating water-soluble harmful gas of the dry pit using the device for collecting water-soluble harmful gas is provided. A device(100) for collecting water-soluble harmful gas comprises a plurality of curved surface plates(110) bent in a curved line shape, and shower heads(140) installed above the curved surface plates to supply cooling water to the curved surface plates, wherein the water-soluble harmful gas is collected by cooling water flowing along the curved surface plates. The device further comprises a fixing rope(120) installed on one end portions of the plurality of curved surface plates and fixed to one another in a way that the plurality of curved surface plates are unfoldable. The device further comprises cooling pins(P) installed on top portions of the plurality of curved surface plates to cool the curved surface plates. The plurality of curved surface plates are anti-rust treated plates formed in a height(H) of 5 m and spaced apart from one another in a distance of 2.5 cm. Further, a block film for blocking direct rays is additionally installed at an upper part of the device for collecting water-soluble harmful gas.
