A method for manufacturing a waterproof LED(Light Emitting Diode) lighting lamp and the waterproof LED lighting lamp manufactured by the same are provided to improve reliability of a product and to reduce a manufacture cost by a simple water proof structure. A method for manufacturing a waterproof LED lighting lamp includes the steps of: positioning a circuit board with a plurality of separated LEDs(12) on a front surface of a heat radiation panel; fixing the circuit board to the heat radiation panel with a coupling unit; forming an insulating layer between the circuit board and the heat radiation panel; forming a light transmission plate laminate by positioning a light transmission plate(30) in front of the circuit board to cover the LEDs; placing a block plate on a circumference portion of the light transmission plate laminate to block a space connected with a circumference portion between the light transmission plate and the circuit board; and injecting and curing sealing resin(50) onto the circumference portion of the light transmission plate laminate to couple the light transmission plate and the circuit board.
