A method of producing a high-dielectric sheet 420 includes (a) a step of forming a first sputter film 423a by sputtering, a sol-gel film 423b by a sol-gel method, and a second sputter film 423c by sputtering in that order on a nickel foil 421 (an electrode) to form a high-dielectric layer 423; and (b) a step of forming a copper foil 422 (an opposite electrode) on the second sputter film so as to oppose the electrode.
