A cylinder-shaped rotary grinding and rice-polishing device is provided to polish unpolished rice stably by reducing the increase speed of the unpolished rice poured into a rice-polishing space by a moving jig rotating in the opposite direction of a rice-polishing roll. A cylinder-shaped rotary grinding and rice-polishing device for grinding and polishing unpolished rice has the inside formed in the shape of an empty cylinder. A rice-polishing roll(52) comprises a diamond coating layer formed on the outer peripheral surface and plural vent holes(54) penetrating through the inner and outer peripheral surfaces. The rice-polishing roll rotates in one direction. A radius(r) of the end of a circumferential surface of the rice-polishing roll where the vent holes are formed is shorter than a radius(R) of the maximum outer peripheral surface of the rice-polishing roll. The rice-polishing roll has at least one interval side for connecting the circumferential surface having the radius(r) and the maximum outer peripheral surface having the radius(R). The interval side is formed in the shape of a curved surface.
