A method and an apparatus for injecting a flocculant into a water treatment system are provided to determined a proper injection quantity of the flocculant according to a state of raw water that varies with the passage of the time. As a flocculant injection apparatus(110) connected to a settling apparatus of a water treatment system comprising a raw water supply path(10), a rapid agitation tank(20), a slow agitation tank(30), and a settling tank(40), the flocculant injection apparatus comprises: a flocculant injection pump(100); a control valve(80) which is installed on a pipeline(90) connected to the flocculant injection pump, and of which an opening or closing amount is electrically adjustable; a PLC(Programmable Logic Controller)(70) connected to the control valve to determine and control an opening or closing extent of the control valve using information on the size of floc contained in raw water; and a floc size measuring unit(60) for transmitting information on the floc size to the PLC by measuring the size of floc contained in a sample of raw water transferred from the slow agitation tank to the settling tank. The floc size measuring unit measures the size of floc in the collected sample after collecting the sample of raw water through a line for transferring raw water from the slow agitation tank to the settling tank and a separate bypass line(50).
