An apparatus and a method for surface treatment on an insulation panel are provided to perform plasma pretreatment on a surface of a sheet, thereby securing an operator's safety and reducing an operation time. An apparatus for surface treatment on an insulation panel includes a frame part(100). The frame part includes a movable carriage(11) and a trailer(12). The movable carriage uses a conventional runner used on an insulation panel, or an exclusive runner structure using rails. The trailer is connected to an end of the movable carriage. The trailer configured to load an inside transformer, a generator, a pre-transformer, a remote controller, and so on, and convey them. The trailer includes a driving part(200) and an adhesion part(300).
