An apparatus and a method for inserting a flat joint into an insulation panel are provided to independently or individually attach or detach the flat joint by forming modular members. An apparatus for inserting a flat joint into an insulation panel includes an insertion part(300), a flat joint loader(310), and a feeding part(400). The insertion part is coupled to a mounting space(109) formed at a center part of a frame part(100). The insertion part includes inner horizontal frames(110,111). The inner horizontal frames are coupled between left and right axial members(120,121) of the frame part. The insertion part has an insertion projection(308) and an insertion groove(309) formed at both ends thereof to be inserted into a mounting projection(118) and a mounting recess(119) of the inner horizontal frames of the frame part. The feeding part supplies a plurality of flat joints(6) to the insertion part.
