METHOD OF ENCODING AND DECODING VIDEO SIGNALS

A method for encoding and decoding a video signal is provided to up sample a base layer through interlayer prediction, thereby reducing the number of pixels which will be specially processed, improving the efficiency of up sampling, and reducing operation loads through more simplified operations. A method for encoding and decoding a video signal comprises the following steps of: generating a bit stream of a first layer by encoding the video signal; and generating a bit stream of a second layer by encoding the video signal based on the first layer. If residual data corresponding to an image difference within the first layer is up sampled and used for encoding of the second layer, the residual data is up sampled based on a block predicted according to motion compensation.
