Provided is a technique for appropriately managing P2P communication. In a communication management system (300), each of P2P nodes (320) constituting a P2P network (322) performs P2P communication with another P2P node. A P2P node (350) performs communication by making a P2P connection with a P2P node (320). A node detection device (340) references communication data transmitted and received by a P2P node (350), detects an identifier of the P2P node (320), and registers it in a P2P node database (360). A communication control system (100) arranged in an ISP (330) references the identifier stored in the P2P node database (360), detects a P2P communication between P2P nodes (320), and performs filtering.
