The invention refers to the civil engineering, in particular to acoustic elements. Known open porous acoustic elements subjected to influences of moisture, washing-up liquids, exhaust gases and lubricating oils do not meet operational requirements to a full extent in normal climatic and operational conditions. An acoustic insulating viscous elastic element on the basis of a granular material and thermoplastic polymers, which are used as a binder, is offered. Selection of structure, composition (filler grading, type and consumption of the polymer binder) and technological parameters of forming creates an element with necessary functional and physical mechanical characteristics. Polymer particles, in a mixer contacting with the surface of the material grains that are heated up to their fusion temperature, get warmed, fuse and adhere to the surface of grains. Spreading and polymer film forming on each grain of the material during mixing of the components take place. Then the mass is taken out of the mixer and a filtering element is formed at pressure up to 1.0 MPa, and it hardens at its cooling, that defines readiness of the product for application.
