PROBLEM TO BE SOLVED: To convert a one-bit bit stream into a multibit digital signal without using a high operation capability. SOLUTION: An operation target candidate update processing part 1 sequentially extracts operation target candidate bit strings of the prescribed number of bits from an input bit stream. A memory 3 stores a table 31 for associating a plurality of kinds of bit strings with a plurality of kinds of operation result data obtained by convolving filter coefficient strings for filter processing in the respective bit strings, respectively. A filter processing part 2 operates a filter processing result corresponding to one or a plurality of operation target bit strings including in the operation target candidate bit string with reference to the table 31, and outputs a multibit digital signal showing the filter processing result.
