PROBLEM TO BE SOLVED: To achieve multi-service by connecting one base station to one terminal, using one radio link. SOLUTION: The communication system is provided with a communication control means 2-1 for performing communications using an OFDMA system provided with a traffic channel configured of a first sub-channel including information indicating a sub-channel permitted or not permitted to be used and a second sub-channel for storing the data of the service corresponding to the first sub-channel, and assigning a plurality of first sub-channels to a plurality of services and connecting one base station to one terminal by one radio link to perform communications based on the plurality of services.
