<p><P>PROBLEM TO BE SOLVED: To improve the precision of ranging operation. <P>SOLUTION: A base station apparatus 10 allocates a terminal device to a time slot where a plurality of subchannels are frequency multiplexed. Correspondence between an intensity range and the time slot is determined so that when a signal intensity range between the terminal device and the time slot changes, the time slot changes. A control unit 30 allocates any of the plurality of subchannels out of time slots coordinated to a lower intensity range to the terminal device as a ranging channel. An RF part 20, a modulation demodulation part 22, and the like perform the ranging operation to the terminal device in the allocated ranging channel.
