PROBLEM TO BE SOLVED: To satisfactorily prevent image defects resulting from changes in, e.g., a utilization environment. SOLUTION: A transfer control means applies initial transfer voltage, based on a feedback current value obtained when a fixed transfer voltage is applied at a suitable timing, during image forming operation and subsequently adjusts the transfer voltage so that a target current value is obtained. The transfer control means is capable of selectively applying one among a plurality of different fixed transfer voltages "PWM01", "PWM02" and "PWM03". By using the transfer control means, the fixed transfer voltage matching the utilization environment is selected and applied to the transfer means 8, so as to control the transfer voltage with high accuracy and at high speed; and image defect, resulting from transfer failure, retransfer, or the like, can be prevented satisfactorily.
