PROBLEM TO BE SOLVED: To restrain work hardening formed on a surface layer section of a working target on a worked member; and to prevent generation of stress corrosion cracks by forming a compressed stress layer at a desired depth. SOLUTION: In a surface modification method for using shot-peening in which residual stress on the surface layer section of the work target is modified so that shots accelerated at high speed are collided on the surface of the work target at the worked member, a diameter of the shot is 1.5 mm or more, and speed of the shot is 25 m/sec or less when the shot collides with the surface of the work target.
