A paint composition for shielding electromagnetic waves is provided to obtain a conductive film having excellent electroconductivity and wear resistance. A paint composition for shielding electromagnetic waves includes 10-60wt% of a conductive powder comprising a metal powder and a metal oxide powder coated with metal, 0.1-60wt% of a water-dispersible polyurethane dispersion, and 10-60wt% of a solvent. For the conductive powder, the metal powder and the metal oxide powder coated with metal are contained in a weight ratio ranging from 99:1 to 50:50. The metal powder has an average particle size of 1-10 micron. The metal oxide powder coated with metal has an average particle size of 3-15 micron.
