An intra-mode frame traffic load balancing method between IP video terminals is provided to restrain burst traffic due to the congestion of video traffic. An RTP(Real-time Transport Protocol) data type sensing module(250) senses a type of RTP data received through an RTP communication module(220). A logical time slot management module(240) manages a virtual logical time slot for balancing video data traffic of IP(Internet Protocol) video terminals which participate in a video conference system by using information associated to the RTP data obtained from the RTP data type sensing module. An RTP transmission time control module(230) controls the operation of the RTP communication module or a DSP(Digital Signal Processor) to transmit video data of its own IP video terminal on the basis of the logical time slot.
