PROBLEM TO BE SOLVED: To provide a rolling bearing unit for wheels, which prevents the generation of a clearance to a fitting part between the inner peripheral surface of an end side opening of an outer ring and the cylindrical part of a cover member. SOLUTION: The cover member 40 fitted in the end side opening of an outer ring 22 of the rolling bearing 21 is provided with: a cover part 42; a metal made cover main body 41 integrally having the cylindrical part 43 projected in an axial direction from the outer peripheral edge of the cover part 42; and an armor painting layer 45. Before the cover member 40 is fitted into the end side opening part of the outer ring 22, the thickness dimensions t of the cylindrical part painting layer 47 corresponding to the cylindrical part 43 of at least the cover main body 41 among the armor painting layers 45 is set larger than the height dimensions h from the trough part 28 to the crest part 29 of a cutting operation eye 27 of the opening part inner peripheral surface of the outer ring 22, and the external dimensions A of the cylindrical part painting layer is set larger than the inner diameter dimensions B of the crest part 29 of the cutting operation eye 27 of the opening part inner peripheral surface of the outer ring 22.
