A method for minimum over scan of an image signal is provided to display image data fully without data loss by minimizing the over scan through investigating the existence of the effective image data at the edge of the image data. At least one area having predetermined size is set with regard to upper, lower, left and right image data toward the center of a screen(S22). An over scan area is decided to display all effective image data by investigating the effectiveness of the image data of each area. The over scan is performed corresponding to the decided over scan area(S23). The investigating process investigates each upper-lower area and left-right area in order until finding the area having the effective image data. The area just prior to the found upper-lower area and left-right area is determined as the over scan area. The effectiveness of the image data is determined by the measured an APL(Average Picture Level) value of each pixel of the corresponding area.
