PROBLEM TO BE SOLVED: To provide a fixing device where productivity when small-sized paper is passed is satisfactory, and reliability in the control of safety upon abnormal temperature detection is high, and to provide an image forming apparatus. SOLUTION: In the fixing device 100, a temperature sensor 41 and a temperature sensor 42 are arranged in the minimum paper width region, and a temperature sensor 43 is arranged in the central heat generating region and also at the outside of the minimum paper width region, respectively. Further, a temperature sensor 42 is arranged in the minimum paper width region. Namely, the temperature sensors of low temperature setting are provided by two pieces in the minimum paper width region.
