<p><P>PROBLEM TO BE SOLVED: To take notice of the surface property of a developing sleeve used for a two-component developing device, then, to correct non-uniformity in image density distribution continuously changing along the axial direction of the developing sleeve. <P>SOLUTION: The developing sleeve 1 configured to hold and convey the developer containing a toner and a carrier includes: a sleeve body 2 formed of a non-magnetic material; and a rough surface part 3 obtained by roughing the surface of the sleeve body 2, and also, whose rough-surface state is changed so as to reduce a developer conveying capacity difference continuously changing along the axial direction of the sleeve body 2.
