PROBLEM TO BE SOLVED: To provide a switching power circuit and an air conditioning machine having the switching power circuit, with which power consumption in a stand-by state is reduced. SOLUTION: The switching power circuit is provided with two resistance elements 151 and 152 connected to secondary winding of a transformer 113 in parallel, a resistance element 162 connected to the resistance element 151 in parallel, a transistor 161 which is opened/closed in accordance with an operation state of a load, a shunt regulator 153 stabilizing voltage divided by the resistance elements 151 and 152 and a feedback circuit 160 generating a control signal controlling a switching frequency in accordance with voltage that the shunt regulator 153 outputs.
