A method for decoding an image, an image decoder performing the same, and a mobile device having the same are provided to decode at least one block included into an image, thereby minimizing the size of a necessary memory. An image decoder determines blocks which are included into an original image(310) and can be independently decoded. The image decoder determines each MCU(Micro Control Unit)(322) included into the JPEG(Joint Photographic Expert Group) image if the original image corresponds to the JPEG image and each of the blocks corresponds to each of the MCUs. The image encoder samples pixels(332) from the each of the blocks based on a pre-scaling factor to generate an output image(340). The image decoder generates a YUV image(330) by synthesizing the sampled pixels and converts the generated YUV image into a RGB(Red, Green, Blue) image. |
