A data transmission device in a mobile communication system and a method thereof are provided to offer normal receiving packet information of each RLC(Radio Link Control) entity receiving side to a correspondent RLC entity transmission end, in case of RLC reset message operation, thereby enabling packet transmission without loss. When an RLC reset condition is recognized, an RLC reset message is generated and transmitted to a receiving node(501-505). If an RLC reset ACK(Acknowledgement) message is received from the receiving node, an RLC PDU(Packet Data Unit) is reassembled by referring to a sequence number included in the RLC reset ACK message, and a reassembled SDU(Service Data Unit) is transmitted to an RLC SDU buffer(507-515). An RLC PDU buffer is cleared, and parameters and a timer are initialized(517).
