A plasma display panel is provided to improve discharge efficiency by forming a concave portion and a convex portion on an upper dielectric layer which prevents wall charges from being concentrated on a specific portion. A front substrate(101) and a rear substrate(111) are disposed opposite to each other. Plural electrodes(102,103,113) are disposed on the front substrate, and an upper dielectric layer(104) is formed on the front substrate to cover the electrodes. The upper dielectric layer has a convex portion thicker than a circumference and a concave portion thinner than the circumference. A lower width of the concave portion is 0.03 to 0.87 times as large as an upper width of the concave portion.
