PROBLEM TO BE SOLVED: To easily and inexpensively set IP availability or function limitation while keeping security. SOLUTION: A fuse circuit 3 is stored with a serial number that is set for each product. A central processing unit 2 decrypts encrypted IP activation software, develops the software in a semiconductor memory 7, encrypts the serial number stored in the fuse circuit 3 in accordance with an encryption program, and judges whether the serial number is matched with the serial number encrypted beforehand and developed in the semiconductor memory 7. If matched, an encrypted function limitation setting value is decrypted using a decryption program, a function limitation setting register 5 is accessed, and the decrypted function limitation setting value is set. On the basis of the function limitation setting value set to the function limitation setting register 5, availability of peripheral IPs 81-8nor function or performance limitation is set.
