PROBLEM TO BE SOLVED: To provide a method for producing a surface-functional member which has excellent durability in use and can maintain the function over a long period of time, and to provide the surface-functional member and an electrophoresis device. SOLUTION: The method for producing a surface-functional member comprises directly bonding a functional material having an amino group to a substrate having a carboxyl group on the surface thereof in the presence of a condensation agent, wherein the reaction is performed in an aqueous continuous phase.
