PROBLEM TO BE SOLVED: To provide a speech encoder and a speech decoder capable of performing code transmitting by a low bit rate, with excellent reproducibility of a high frequency band. SOLUTION: The speech encoder is equipped with a narrow band LSP code book 16 which stores LSP information of narrow band and a high region spectrum extrapolation section 18 which calculates spectrum envelope information of full band by extrapolating a spectrum envelope of narrow band of the narrow band LSP code book 16, wherein when the spectrum envelope information of speech to be encoded is quantized, a quantizing error is evaluated by using the spectrum envelope information of the full band which is calculated by the high region spectrum extrapolation section 18, as a quantizing data for comparing with the spectrum envelope information of the speech to be encoded.
