PROBLEM TO BE SOLVED: To enable a function which is to be implemented in call arrival at a terminal or a telephone communication network, to be controlled in accordance with the intention of a caller even when calling the terminal wherein the relevant function is being set. SOLUTION: A function control system 1 comprises: a receiving unit 31 of an exchange 30, included in a mobile phone network N, for receiving a transmission signal containing information indicative of a transmission destination from a calling terminal; judgement units 12 and 33 for a service control server 10 and the exchange 30 for judging whether the received transmission signal contains control information indicating that a function preset to be implemented in call arrival is to be controlled in response to transmission to the transmission destination; and control units 13 and 34 for the service control server 10 and the exchange 30 for controlling the function on the basis of a judged result.
