PROBLEM TO BE SOLVED: To enable an unskilled worker to easily and efficiently assemble a valve device which can be used for a pressure regulating valve and a one-way valve without damaging a stem and guide member. SOLUTION: In a valve device including a valve hole 37, a valve seat 38 and a valve chamber 42 in a valve housing 36, having a valve retainer 41 including the stem 41b extending in an open close direction thereof connected to a valve element 39 housed in the valve chamber 42, having a guide member 43 including a guide hole 44 slidably bearing the stem 41b press-fitted and fixed in an inner circumference surface of the valve hosing 36, and having a valve spring 40 compressed and provided between the guide member 43 and the valve retainer 41, a small assembly 62 is composed of a guide member 43 before press fit into the valve housing 36, the valve retainer 41, the valve spring 40 compressed and provided between the same, and a coming-off prevention means 60 preventing the stem 41b from coming off of a guide hole 44, and the guide member 43 is pressed and fixed on the valve housing 36 after assembly of the small assembly 62.
