A multi-layer cooling device and a manufacturing method thereof are provided to remove more heat from a condenser, circulate coolant smoothly by preventing mixing of gaseous and liquid coolant, and need a small installation space. A liquid coolant circulation layer(160) is partially charged with liquid coolant(120) by capillary and forms an evaporator(130) at the inside. The evaporator includes a plurality of micro paths for evaporating the charged liquid coolant by heat received from an external heat source. A gaseous coolant circulation layer(140) is formed on the liquid coolant circulation layer. A separator(170) includes a gaseous coolant penetrating part(175) formed on the evaporator, and is installed between the liquid and gaseous coolant circulation layers. A condenser includes a condensing fin(151) having a coolant inlet(157a), a coolant outlet(157b), and an internal circulation path(153) connecting the coolant inlet and outlet. A first connector(145) connects a part of the coolant inlet with the gaseous coolant circulation layer. A second connector(180) connects the part of the coolant outlet with the liquid coolant circulation layer.
