A hair growth stimulating device using fractional optical pulse is provided to promote hair growth by changing the state of a hair follicle from Telogen to Anagen by stimulating stem cell around the hair follicle by heat transferred to a skin layer of a regular depth. A hair growth stimulating device using fractional optical pulse includes: an optical pulse generating part(10) for generating and outputting an optical pulse; an optical pulse transferring part(20) for guiding the optical pulse outputted from the optical pulse generating part by being connected to the optical pulse generating part; a handpiece(30) for applying a laser beam to the scalp by being connected to the optical pulse transferring part; and a beam division irradiating part installed in the handpiece, and dividing the transferred optical pulse into plural fractional beams and simultaneously applying the divided fractional beam to the scalp.
