Disclosed is a quinoxaline derivative represented by the formula (I) belo w, which has PDE 9 inhibitory activity and is useful as an agent for treatme nt of dysuria or the like, or a salt of such a quinoxaline derivative. In th e formula, R1 and R2 independently represent a hydrogen atom, a halogen atom , an alkyl group, an alkoxy group, an acyl group, an amino group or the like ; R3 represents an alkyl group, an aryl group, a saturated carbocyclic group , a saturated heterocyclic group, an acyl group or the like; R4 represents a hydrogen atom, a hydroxy group, an alkyl group or an amino group; R5 and R8 independently represent a hydrogen atom, a halogen atom, an alkyl group, an alkenyl group, an alkoxy group, a cyano group or a nitro group; R6 and R7 i ndependently represent a hydrogen atom, a halogen atom, an alkyl group, an a lkenyl group, an alkynyl group, an alkoxy group, a cyano group, an amino gro up, a carbocyclic group, a heterocyclic group, COR9 or SO2R9; R9 represents a hydrogen atom, a hydroxy group, an alkyl group, an amino group, a pyrrolid in-1-yl group, a piperidin-1-yl group, a piperazin-1-yl group or the like; X represents S or O; and A1, A2 and A3 independently represent N or C.
