PROBLEM TO BE SOLVED: To improve convenience while maintaining strictness in the use limitation of an image forming device.

SOLUTION: Data indicating the usable amount of the image forming device permitted to a user is prepared. In response to a request from the image forming device, the usable amount is allotted as an allotted usable amount to the image forming device (#205), and the data of the user is updated so that the allotted usable amount is reduced from the present usable amount of the user (#206). When the usable amount of the user is negative at present when additionally permitting the use of the image forming device by a predetermined amount to the user, the data of the user is updated to indicate the difference between the predetermined amount and the absolute value of the usable amount (#213). However, when the usable amount indicated in the data of the user has a value of 0 or less and there is no incomplete image processing of the user in the image forming device, the allotted usable amount is not allotted to the image forming device (#211).
