<P>PROBLEM TO BE SOLVED: To provide an optical plate improving utilization efficiency of light rays. <P>SOLUTION: The optical plate comprises a first transparent layer, a second transparent layer and a diffusion layer, wherein the diffusion layer comprises a transparent resin disposed between the first transparent layer and the second transparent layer, and diffusion particles dispersed in the transparent resin. A plurality of spherical protrusions is formed on the outer surface of the first transparent layer.
